Kampaign for Inclusive Education

Ideal society is the one where any person could realise its capacities and live its life with dignity. Inclusive education is precondition for development of inclusive society, based on tolerancy, understanding, respect, open mind and acceptance. 

Uzice is one of 100 Serbian cities which will host campaign „Everyone go to school, future for everyone!“ from February until May 2011. T

he aim of the campaign is to realise qualitative inclusive culture and practice for all girls and boys through:

·         awareness rising at professional and global population on importance of inclusion

·         support to all students in educational process

·         support to Law on Education from 2009. 

There will be one  tribune organised as well as media coverage as additional support to this campaign.

This campaign will realise Union of Serbian teachers,  Center for Interaktive Pedagogy and Center for Educational Policy with financial support of Fund for Open Society and project team from DILS in Ministry for Education.

EU RATIFIED CRPD

(New York) December 30, 2010 — The European Union’s ratification of the major international treaty on disability rights is a significant milestone in the global effort to promote the rights of people with disabilities, Human Rights Watch said today. The EU officially joined the International Convention on the Rights of Persons with Disabilities on December 23, 2010, becoming the first intergovernmental organization to sign on to any human rights treaty and take on its binding obligations.

“The EU ratification of the Disability Rights Convention sends a clear message that disability rights are a priority in the region and worldwide,” said Shantha Rau Barriga, disability rights researcher and advocate at Human Rights Watch. “All EU members and future members should now ratify the treaty and align their laws and practices with its standards.”

In addition to joining the Disability Rights Convention, the EU is in the process of joining the European Convention on Human Rights, administered by a separate intergovernmental organization, the Council of Europe.

Joining the Disability Rights Convention obliges EU institutions, including the European Commission, Parliament, Council, and Court of Justice, to uphold disability rights. But it does not automatically make the convention binding in individual EU member states. That requires separate ratification by each country.

Eleven of the 27 EU members have yet to ratify the convention, including Bulgaria, Cyprus, Estonia, Finland, Greece, Ireland, Luxembourg, Malta, the Netherlands, Poland, and Romania, although all have signed. Among European countries seeking EU membership, Bosnia and Herzegovina, Croatia, Montenegro, Serbia, and Turkey have ratified the convention, while Albania, the Former Yugoslav Republic of Macedonia, Iceland, and Kosovo have not.

Advocacy for PA service in Novi Beograd

Center for Independent Living Serbia is finishing the project Advocacy for PA Service in Novi Beograd Municipality . According to that two main activities are planned. Tuesday afternoon, 9th November, will be shown movie Personal Assistant = Independent Living in Culture Network Novi Beograd. There will be participants from CIL Serbia – users and PAs,  Municipal representatives and BCIF agency as a donor. 

Thursday evening, 11th November will be “street action” in Delta City shopping center.

Comissioner for equality protection

Comissioner for equality protection organized a meeting with organizations of civil society in Belgrade on November the 3rd 2010.

Mrs. Nevena Petrusic, Comissioner for equality protection, presented the rules of Comissioner’s work, results of work so far and suggestions for further cooperation with civil sector.

There were organisations who are working with the most vulnerable population: children and young population, women, Roma population, persons with disability, refugees and displaced persons, elderly and LGBT population.

A lot of useful comments and suggestions was brought to a table and this meeting was the first in a line that will be organised. 

Summer School

CIL Serbia organise summer school “We for media, media for us” in cooperation with Production agency MREZA. This school is aimed to gain knowledge and skills in communication and appearance in different Media and will take place in Ecka from 10 until 14 of October.

Facilitator is Milica Mima Ruzicic Novkovic and lecturers are: Lila Radonjic, Maja Divac i Olja Beckovic.
School participants are from CIL local branches and Association of Dystrophics from Cacak.

Public transport in Belgrade

Belgrade Public City Company signed on April 14, 2010 contract with Belarus Company “Belkomunmas” to import 83 trolleybuses, with all neccessary spare parts, tools and training for users. This contract is worth 18 million Euros.

New trolleybuses are low floored, acclimatized, with 26 seats and total capacity for 101 passengers. They also have space for persons with disability who will easily use public transport.

Nice news. I was in one of mentioned trolleybus, on line 21, in nice October morning and stood in large space, labeled properly for wheelchair users or mothers with kids in pram.

But! Finally we realised that all nice things come to its end, not to mention that this end came before any starting chance.

Entrance ramp, very simple, folded one, was „properly” fixed and opening handle is pulled out.

Than I remembered London buss drivers, uniformed gentlemen, who wait for disabled passengers to enter with calm, even went out to help if necessary and ask with a smile „Is it OK dear”.

We have got our trolleybuses, probably with all spare parts, tools but without training for drivers  – anyway, why would any person with disability bother to go anywhere by public transport. It is much safer at home. 

REGIONAL ROUND TABLE DEBATE

Center for Independent Living Serbia will host Regional Round Table Debate in Beograde on 27 of September 2010.

The round table meetings is organized together with ENIL (European Network for Independent Living) and YHD (Association for Theory and Culture of Handicap) with aim to raise awareness and promotion of ENIL presence within the region and how ENIL, CIL’s and others from different countries, can cooperate on the issues concerning Independent living and to present to the participants the Follow up Freedom drive demands and with the current affairs.

The Invisibles: disabled people in Britain

A poll commissioned by disability charity Scope has shown that:

     Nearly 40% of people (who are not disabled and do not have a disabled family member) don’t know any disabled people.

     90% of Britons have never had a disabled person in their house for a social occasion

     91% of people believe that disabled people should have the same opportunities as everyone else.

Commenting on the findings, Richard Hawkes, Chief Executive of Scope, said: ‘This is shocking evidence that shows that disabled people are still relatively invisible in day-to-day life. We are deeply concerned that the Government’s spending cuts will end up pushing disabled people even closer to the fringes of society.’

Organisations of Civil Society as service providers in social protection area

Technical Assistance to Civil Society Organisations (TACSO), organised training named ” Organisations of Civil Society as service providers in social protection area in Kladovo from 9-11 September. The aim of the training was strengthen the capacities of organisations of civil society in social protection area. There were representatives of 22 organisations in Serbia and the topics at the training were: EU Policies in social protection area, Social inclusion and practice in local services planning for vulnerable groups, positive examples of control quality and regional and european networks in this area.
TACSO (www.tacso.org ) is project aimed to strengthen capacities of civil society organisations in Western Balkan and Turkey, supported from EU. CIL representatives at this training was Gordana Rajkov begin_of_the_skype_highlighting     end_of_the_skype_highlighting and she also visited Society for support to persons with intelectual disability “Nada”  from Kladovo and get to know their activities.

Mexico in Debt to the Disabled

A broad coalition of non-governmental organisations (NGOs) – disabled persons organizations together with human rights groups – have submitted a shadow report critical of Mexico’s fulfilment of the UN Convention on the Rights of Persons with Disabilities. 

To produce their alternative report, the civil society organisations carried out a nationwide survey on the state of the disabled population. In addition, the census taken by the National Institute of Statistics and Geography this May and June included four questions on the issue. 

The articles notes that physical restraint, dehumanising treatment, badly deteriorated infrastructure and lack of qualified staff summed up the findings of a 2008 study by the National Human Rights Commission in six of the seven federally administered psychiatric hospitals.
